Good editors, if you are lucky enough to have one, will take them out but will often have a battle on their hands.
Why should you avoid using too much uppercase or over capitalising?
Too many capital letters in your writing will weigh it down. They act as a barrier to your reader and stop them absorbing your message quickly. Use capitals sparingly.

How to use a capital correctly
You will still need to use capitals in the middle of your sentences.
Proper nouns need capitals. That means the names, addresses, the full formal title of things need capitals. But shortened versions of these things, do not.
For example, Committee of Proper Punctuation needs a capital, so does the Department of Punctuation and the Using Punctuation Properly report.
But when you refer to the committee, department and report again, they don't need a capital.
So, if you are writing as part of your job, remember that Using Too many Capitals Does Not Help Your Reader.
If you want to emphasise something use bold. Using all capitals looks like you are SHOUTING at your reader.
The easier your message is to read, the more likely it is to be read.
